This is a virus and Not going to be easy to get rid of unless a hard factory reset May work. You will have to look up your spacific model and find out as to how to Do a Hard factory reset. Before doing this i suggest you save all your phone numbers to a sim card. Get rid of all the apps you have on that sim card tho as these can be the issue. Just save your phone numbers.
