Odometer/speedometer Does not register properly below 40 mph.

Caravans can have issues with the sodering on the guage cluster boards. If you can't solder you may need to replace that part.

If the odometer is ok, the problem may be in the speedometer itself.
If the odometer is also acting up, the problem may be in the speed sensor in the transmission.

Yes your speedometer, and odometer are controlled by your speed sensor.

replace a capacitor behind the panel (6.8uF 25V) with the new one.

The most likely culprit is the speed sensor on the transmission. They have a rather fragile plastic gear that has a habit of loosing teeth and causing problem similar to this.
