You could have either a leak from the mainshaft seal on the backside of the primary, a leak from the transmission final drive gear seal, or the "quad" seal behind the front belt pulley spacer. Either way, I've always made it a standard practice that whenever I've got the inner primary off, I replace all these seals. It does require the removal of the inner primary and the front belt pulley. Until you get it fixed, keep a check on the oil level in both the primary and the transmission.

Good Luck

My super glide won't downshift all the time

Check the integrity of the shifter parts from the foot pedal to the shifter arm that goes down behind the primary case. If all of this is connected and not extremely loose check to see if the shifter arm is loose on the shifter shaft down in behind the primary case. If that is loose you might be able to tighten it and/or install a new screw with a 1/4 long ball extension adapter. If the splines are damaged that will not correct the situation and you will need to remove the primary case to access for further repairs. If the arm seems to be tight on the shaft and it is turning, moving, without shifting gears you could have a broken weld on the shifter shaft to pawl mechanism and will have to remove the transmission cassette assembly to access tit for replacement etc. HOWEVER in this case you should have no shifting at all and if you can shift but sometimes not you more likely have a shift drum or shift fork or shifter (dog) ring problem which will also require transmision cassette removal, inspection and repairs.

My 03 ultra classic is leaking trans fluid they say its a $1 dollar o ring that cost about $600 to fix?

First off, determine if it's transmission fluid, or primary chain case fluid.
I had the seal on the transmission main shaft go on me once (the seal under the transmission rear drive pulley, behind the inner primary cover).
This can be changed with the transmission still in the bike, but the entire primary needs to come apart, and the transmission sprocket/pulley removed to access it.

If it's primary fluid, it's probably the seal on the inner primary case that the transmission shaft runs through and that the clutch assembly bolts to.
Again, the entire primary needs to be torn down to access this.

Either way, the cost of the part isn't bad, but the labor is the killer, as it's a 6-10 hour job, if I remember the book's quote.

1999 FXDL with 1450 oil dripping from primary plug area but seems to be leaking from some where higher up behind primary.

Figure out where the oil is leaking from and replace the seal/gasket - Just a little too vague with where the oil is coming from.

Do 2007 touring models have inner primary seal leaks

Any machine that has oil in any gear case is subject to have oil leaks. The '07 touring models are no exception. There are several seals in that area and the possibility of a leak always exists but if you're asking if the 07 models are more suseptable to the leaks, the answer is no. In the early 1990's, they did have a problem with the front belt pulley wearing and getting loose. Then, the "quad seal" behind the pulley spacer would allow transmisison oil to seep out in the transmission final drive gear splines.

Oil coming from behind the primary case cover

There are several places that the oil could be coming from. And, it could be either engine oil, primary lube, or transmission lube.

First, check for a leak at the cylinder base on the rear cylinder. I've seen that area leak badly enough to make it look like the primary is leaking.

The primary could be leaking from the seal that mainsaft runs through or the starter jackshaft seal.

The transmission could be leaking from the large final drive gear, or the front belt pulley could have become worn allowing the quad seal behind the pulley spacer to leak.

To repair these leaks is not difficult but you need a few special tools. Especially if your going to remove the front belt pulley. You need a device to hold the pulley while you put the 150 foot pounds of torque on it with the special socket you'll need for the nut. You'll also need a torque wrench that will torque in the reverse direction since the threads are left handed.

If you wish to tackle this job yourself, please repost and I'll give you step by step instructions but I would suggest you purchase a service manual for a job of this size and nature. A picture is sometimes worth a thousand words.

Oil leaking from the back of primary case

There are several things behind the inner primary case that could be leaking. There is a seal behind the inner primary where the transmission mainshaft goes into the primary. This seal sometimes starts to leak. Also, there are seals in the transmission in that area. The final drive gear seal is the big seal right behind the front final drive belt pulley. Somethimes this pulley wears on the splines of the final drive gear and it loses tension on the "quad seal" on the final drive gearshaft.

You'll nee some special tools to get to this area. You'll need sockets to fit the compensator sprocket nut and the clucth nut. You'll need an airwrench, a primary locking bar, and a torque wrench that will pull 150-165 ft. lbs. torque in forward direction, 68-80 ft. lbs. LEFT-HANDED on the clutch nut, a primary locking bar, a final drive sprocket locking device, a mainshaft nut removal tool, and some seal pullers and installers. Good Luck.
