Do a factory reset to this set, and then check. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here. Pull up older posts. http://electronicshelponline.blogspot.com/ Service mode entry, adjust and exit procedure to many popular brand TVs are given. Never forget to exit the service mode, after all adjustments have been done.

The blue power light is

There's a good chance you have failing electrolytic capacitors either in the power section or the inverter section or both.
Any caps in these sections that look bulged at the top, or bulged/leaking at the bottom need to be replaced.
If you repeatedly turn it on, eventually it'll probably stay on, but every time you turn it off, the TV will get harder and harder to start up until one day it just won't.
Sometimes you have to do the opposite to start it up and unplug it for 5 mins, then try.

If you aren't tech savvy, please read to the end, and watch the videos !

If you are handy with a soldering iron and can identify the power supply and inverter / FM section for the backlights, an inexpensive handful of capacitors will likely fix you right up.
Match the capacitance on the capacitors. Go over voltage if you can, and still have them fit.
IE - it's not a bad idea to replace a 10V cap with a 16V or 25V or even a 50V, but don't replace a 680uF cap with a 500uF or a 1000uF (unless you are positive it's only doing ripple filtering, and even then, you should go OVER, not under the uF rating).

Most of the caps that go are 10V 1000uF or 3300uF.

I found some great videos of the procedure (for many Samsungs with similar issue) on youtube.

http://www.youtube.com/watch?v=Y7b_nTaZYcU&feature=related

As you can see, this issue spans plasma TVs, as well as large and small LCD TVs and monitors.
The parts are cheap, and skill required is minimal.
the girl in video 3 had never even soldered before and was able to do this repair!

Where can I get a replacement LCD screen for

I assume your sure your panel is defective. I checked with all my parts providers and could not locate a panel. Normally the panels cost as much or more than a new set making it uneconomical to replace them. For instance a 40 sony panel will run 1100.00 and the tv around 850.00. Sometimes you can find used panels but always the risk they dont work. Most televisions on ebay that are selling for parts have defective screens. Sorry... If your not sure your panel is bad list the symptom and we can go from there..

When you have strange problem like this, power supply module will be the first thing to check for steady DC. Since this company is no longer around and parts are getting hard to come by, the repair shop will not even try to do component level repair on it due to time consuming process and no schmatic available.
There may be not much you can do.

check the TV power cord first., try to plug any other appliances on the same surge protector or outlet, like electric fan, electric iron., see if's work., if it does, probably the power supply of your TV is in trouble.

How can i get my color back? somehow the color

turn tv off and keep it off for 15-20 minutes.

see if that makes any difference.

depending on how greenish it looks like - hard to describe, i'll have to think about it - you are looking at something minor like pushing one particular cable in the TV a bit to make better contact to having to replace the main video processor board.

I think I have solved the problem. I dusted the tv completely. Then took the cable box and with a hair dryer in the cool setting blew out the interior circuits to try to remove all dust. Turned the set on no more crackling. Thanks for the posting.
