Blue screen and red padlock
It sounds to me like a child lock function, which is usually what the screen + padlock is on TVs. Usually your original remote would have a button / sequence to unlock the mode. If you still have your original remote, look for a child lock button or refer to your remote manual (and/or TV manual for the child lock feature) to unlock the mode.
My haier tv is stuck on 3.0. it wont do anything
Just try a hard reset first. Unplug the TV from AC mains wall socket, and re-plug it back after 10 minutes or so. It must make it a hard reset. If it do not help you, replace its main system control memory IC. It will look somewhat like this, and will have 8 solder terminals.

If power supply is OK, and standby light is ON when you power ON the set, the main digital board is likely to be faulty.
Some channels are blocked due
Some tvs could do reset the setting,by unplug,replug it back like 24 hours later.This is a hard reset no power tv power source,will reset everythings in most tvs.
