emac g4 1.25GHZ 256 wont read hard drive or cd drive I take it you just get a grey screen and spining wheel when you try to start up

the folder wont stop flashing even though i ve already tried everything. What else can i do?? Use original disks and reformat hard drive, or chose hard drive after disk in in and started up.
