The head light on the drivers side won't turn off.

difficult one this ??do you mean the indicator front light drivers side is dim?? Now as for it not starting with headlights switch in the on position and the headlights not working then i can only assume that the wires in the multiplug connector behind the steering column are playing up ,either shorting across or the the wire insulation has fused together.Without motor in front of me its very difficult to say whats wrong, this is the sort of job for a dealer only type mechanic who only works on one make of vehicle.Because they will have come across this before no doubt unlike a bodgy old cowboy like myself who will take on anything with an engine.

I believe there is a panel in the wheel well that gives you access to the headlight....

There is 2 plastic clips behind the headlight, lift these up and pull the headlight out. Then just twist the plastic cap out of the headlight and replace. (Do not touch the bulb when replacing). Then put headlight back in all the way and slide the plastic retainer clips back into position.

Many Grand Cherokees have had this type of issue. The thread is lengthy, but does cover just about every type of issue known with the tail/brake lights.

Headlight Bulb Replacement
1. Open the hood and remove the two headlight mounting
screws.
2. Remove the push-in fasteners for the grill area by prying under the
head of the fasteners with a flat bladed tool.
