2000 Mazda Millennia has intermittent white smoke and loss of power

the white smoke is coolant burning, a cracked head or head gasket would cause this.

Mikuni tm carb floods bad when I try to kick start my 1991 rm250,pours out the overflow on the bottom of bowl. I iterate, only when kick starting, won't do it as it sits with fuel valve open

Have you checked your valve timing as it sounds like you are putting back pressure in to your inlet valves forcing the fuel through the carb and out the overflow

When first starting up smoke comes from exhaust and makes a loud noise

Black smoke is excess unburnt fuel. Blue smoke is oil being burned, if blue the valve stem seals may be allowing oil to seep down over night.

2001 yahama v-star 650, went to start today and fuel is pouring out from the carb overflow, seems like the fuel pump wont shut off or maybe floats stuck??

It's definitel stuck floats or bad needle valves. The pump wont shut off untill it reaches pressure and it will never develop the pressure as long as the fuel is leaking out.

i would have your muffler checked it may be coming apart inside and causing increased back pressure hence the louder noise

Coolant overflowing and now wont start

It sounds like a timing chain problem as far as the starting issue, since it's getting fuel.
As for the coolant overflow, I would remove the thermostat and see if that solves the issue and replace it regardless along with fresh antifreeze and flush.
