Everytime i kick it some smoke would come out the muffaler and fuel keeps pouring out the overflow, and the fuel is pouring out of the air filer as well

Or maybe the Air/Fuel ratio is messed up.
Have you checked your valve timing as it sounds like you are putting back pressure in to your inlet valves forcing the fuel through the carb and out the overflow
down the carburetor has a container filled with fuel in it has a spillway opened the container and down a little overflow down to not charge fuel carburetor and not pour gasoline
It's definitel stuck floats or bad needle valves. The pump wont shut off untill it reaches pressure and it will never develop the pressure as long as the fuel is leaking out.
It sounds like a timing chain problem as far as the starting issue, since it's getting fuel. As for the coolant overflow, I would remove the thermostat and see if that solves the issue and replace it regardless along with fresh antifreeze and flush.
