Might be a problem with the electric choke sitting on the carburetor.
-or you should adjust the air/fuel ratio & idle speed settings on the carb (by a Vespa-shop) how to clean the carborator om my 2007 vespa 200l - clean-carborator-om-2007-vespa-200l-btrmhpso54mmu3efswgwknhc-3-0.jpg

SOURCE: 2007 Vespa 200L Has Been

If you left the bike siting for a bit especially with fuel in the tank then that is more then likely your problem. Try new fuel first if that in and by itself doesnt work then you probably have varnishing in the carberator you could try running some carb cleaner through it but if that doesnt do it you will probably need to have the carberator serviced.

Tip

AVOID RAZOR SCOOTERS BUY VESPA OR HONDA SCOOTERS. THEY LAST FOREVER.

Avoid razor scooters. I bought one at the goodwill thinking what a deal ... After new bats and wiring still no working. I got taken for a ride alright !
Bought a Vespa and it works beautifully. Hondas are great too. Kids ride very summer. All summer same scooters . Razor is a scam.

Starting problems.

Low compression can cause this. Auto choke is in the on position as default. Try cleaning the carb internally, also richening the pilot adjuster may help
