If it's a carb model, try increasing the size of the pilot (low speed) jet to a 42 or 45. And pull the sheet metal plug out of the idle mix screw well so you can adjust the idle mixture. Start at about 2 turns out from all the way in. A Yost power tube or similar kit will have all the instructions and parts you need. If it's a fuel injected model...good luck. Harley has problems with their FI. You can get the dealership to re-map the ignition and fuel parameters, but it's kinda hit or miss.

Slight hesitating on driving at 2000rpm and low idle speed 650rpm

Do you drive a lot, and often at the same speed? I had a long commute with no traffic and did this for years, and started getting a stutter/hesitation at a certain speed. I realized that it didn't happen if I changed my cruising speed slightly. It turned out that my throttle position sensor had gotten a worn spot in it from being at the same place all the time. I changed it out and the problem vanished. Just something to consider.

It can be fuel pressure issue or it's the problem with accelerator pedal or its clogged filters causing there.

Engine light, stalls at low speeds especially in traffic, hesitates,really acted up during unussually hot weather this past summer.

One of your accesory drive assemblies could be bringing your motor down. Such as your power steering pump or water pump. If the bearings in either of those were to go bad it could interfere with your idle while sitting in traffic. Also, while you are sitting in traffic your foot is most likely on the brake pedal. If you have a vacuuum leak at your throttle body or brake booster it would affect your idle in that situation.

Here are the common cause of surges, stalls at stops, slow idle speed, erratic idle speed, rough idle and engine hesitation (and other problems), it is in most cases the idle speed control air-bypass valve and or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

Shaking at low speed (25-30 mph)

low speed shakes indicates a wheel alignment problem
have the suspension and wheel bearings checked out by an accredited suspension shop
under acceleration it could be engine mounts cracked in the rubber being actuated by misfiring form a cylinder
run the fault codes as well

My car threatens to die during idling...the rpm drops down low and then goes back to normal. It started doing this during driving too. I just had the fuel filter and a few other fuel related things...

No.1 cylinder is misfirering

i have known some cars, ford in particular, to shed carbon from the piston top periodically, like peeling paint. some of this can get stuck under a valve seat with resulting loss of compression. i do not know why this happens. alternatively, town running deposits which used to be very common still occur sometimes. soft carbon deposits created on the spark plug during low speed (town) driving can become baked on rendering the spark plug useless if the engine speed/load is increased too quickly instead of being burned off which usually happens.
