With the forks compressed all the way down, and the springs removed, you can fill them 6 inches from the top. You will need to use a siphon or maybe a turkey baster to get the correct amount in each fork leg.

Is this a two cycle that you mix the oil in the gas? If it is it sounds like you are not mixing the oil right. If you run a two cycle with out mixing oil in the gas it will seize up and over heat., I don't know what you mean when you say 4 stroke.

They make a 2 and a 4stroke.A 150F is a four stroke

clean the carb and replace fuel and add correct 2stroke mix if not a 4stroke !

when was the last time you had the rings changed? maybe all the need to do is fix this to give you sum much loved power back

Your engine is a 4 cycle engine, if memory serves. You should not be mixing oil with the fuel. The crank case will hold around 750cc of engine oil, typically 30wt for warmer temperatures. Fuel should be gasoline with no more than 10% ethanol, no ethanol would be better.

All four stroke motors use straight gasoline or benzin. Only 2-stroke engines use a gas (benzin) + oil mix. Even some later model 2-stroke engines run straight gasoline and have a pump that mixes the oil with the gasoline. Most 2-strokes built after the mid-70's have the pump. You can easily by examination of the throttle cable. If it's equipped with a pump, the throttle cable will split from one cable on down to two cables where it enters the engine. Read your owner's manual.

This running pattern often indicates a lean fuel mix.

Unfortunately, with today's environmental hysteria, you probably will not be able to adjust the carburetor enough to get it to run better. If you do have any carburetor adjustment available, try turning the screw (the high speed screw, if there are two) counter-clockwise a bit. This will allow more gas into the mixture. Most small engines today have limiter caps that prevent very much carburetor adjustment.
