92 FORD T-BIRD SC, SLIPPING OR WONT GO INTO OD. Transmission shop says to rebuild for 1400 cash with 18 month warranty and new torque converter. I paid for it, and he said the shift points will be kinda like a ford truck; a little rough. I did not have that particular problem when it went in

No, he's just giving you a line. It should shift like it used to. You got a warranty tell them to fix it. Transmission shops can be a big ripoff. Charge outrageous sums and replace a solenoid, Not saying this is what happened in your case, but I have seen it. I do actually know some honest mechanics. Again you have a warranty have them fix it right or ask for your money back. I would

Your Transmission is in need of a rebuild which is more expensive than the car is worth. Ford built weak transmissions during that era and unless you add a large Transmission Cooler and avoid using OD while climbing hills or heavily loaded you will have these problems.

take it back the transmission shop it is under warranty for at lease a year. they did not do a good job. the shop to replace the speed sensor when they was rebuilding the transmission

Unfortunately that sounds like your torque converter is out! There is no way to engage it so that you can drive it to a transmission shop and you will need a tow. DON'T take it to AAMCO or another chain shop or they will tell you it needs a complete rebuild and charge you accordingly. Pick a local transmission shop that has good ratings from the BBB.

1996 two door tahoe, with rebuilt transmission good for 6 to 8 months, now the problem is, no converter lock up and high line pressure. causing hard shifts. possible ECM?

Nope...possible poor rebuild. If this build is only 6-8 months old, it should still be under warranty by the shop which built it (if you are he who had it rebuilt). If you bought the truck after it was rebuilt, then you are going to have to have it done yourself.
Never have transmission work done by a shop which says it can re-use your old torque converter, or one which says they "serviced" it. Torque converters can be rebuilt, but not just any shop can do it. What you are describing is a clogged line, cooler, pump, or torque converter, the very kind of thing that happens when the shop doesn't do it right to begin with. The build room of a transmission shop has to be as clean as an operating room, and the transmission must be scrupulously cleaned and kept that way during the build. I'm afraid you're going to have to have it rebuilt again.
