Relays only allow power to the pump . If the fuel pump keeps failing I suggest you check some where else. It is vital that you do not run the fuel level too low as that destroys fuel pumps. You should keep at least 1/4 tank of fuel. when you get it going have a pressure test done on the fuel manifold. Run the fault codes

yes there is but would be more work than dropping the tank by cutting a hole above the tank

bring the gas tank down but remove all the hoses around it first not hard

coulb be a sticky starter give it a small hit with hammer or double up the battery

Well the first thing that you must check is see if the battery is charging ,if the alternator is charging the battery enough,with a multimeter,if there is not enough power in the battery ,the starter will be hard to turn the engine for starting,hope that clear your mind and help you

Most likely is a bad fuel pump, unfortunately you should take the fuel tank down in order to access the fuel pump.
