The calibration for your shifter is off or the micro switch that interlocks the brake and shifter is faulty. You also may need to adjust the shift linkage
Under the shifter is the mech that contols it.. there is a lock there that you have to press to move it normally right !!!! well thats broken.. remove the top of the lever and unscrew the lock.. see if that helps..
now also in the shift mechanism there is a few bushins (washers) one may be broken as well.. Simply take the console off and you will see the mechanism.. move it and you will see where its getting stuck and why cause the bushing aint moving..
try taking the lock off first. unscrew the top of the lever and lift the lock rod out..

My daughter has an '05 Volvo S60. Her rear brakes needed work (pad on one side down to metal, needed a rotor, + pads). When I was getting ready to back her car into my garage to work on the brakes, I found that it wouldn't go into reverse or park...only neutral and drive. This means that I can't get the key out of the ignition, and the battery's drained.
I'm trying too figure out what to do to get it fixed or to at least be able to bypass the shift lock (if that's what the problem is).
I know very little about this particular car, although I've worked on others for a number of years. BTW, I've fixed the brakes now, so that's not an issue any more.
