you have to unscrew the bleeder vavle with the car on and wait intil the fluid runs though it and then tighten and it should be fixed

Sounds like you are getting power to everything but the engine.
Was there a ground wire to the head that you may have left off ?

I'm going to answer a question with a question here.
not to be poss but why would you need an inertia switch in a '93 chev. Cavalier? And are you sure its a 3.0 not a 3.1? You planning on racing in it? Inertia switches are commonly used in moded cars for street racing as a pre turbo inject.

I have changed the fuel pump twice on a 1998 Chevy Cavalier 2.2 Liter. I have also changed the fuel filter and the relay switch. The fuel pump wont kick on when I turn the key on.

The original Chevy pump motor has a good life. Running the vehicle out of fuel, which will actually run the pump in a dry state can shorten the expected life span considerably. Gasoline is a petroleum product and actually lubricates the inside of the fuel pump. The more you run the vehicle low on fuel or out of fuel, the more damage will occur and the quicker the pump will fail. Try replacing the pump and follow the above procedures for a good performance of the pumps. Cavalier fuel pumps available here

Where do I find the emergency shut off value on a 1998 Chevrolet Cavalier

I believe it's Ford that has inertia shutoff switches for the fuel. Chevy doesn't have reset switches for the inertia like Ford products do.
