If you meant the pulley has failed/worn out or damaged then the best solution is get the spare from the Honda dealer or get this replaced professionally with the OE spare part.

Can I time the engine without taking the bottom pulley off?? If so is the middle mark on the pulley TDC? (1994 Honda Civic DX 1.5liter single overhead cam)

You should remove the Crankshaft Pulley, because you have to remove the Timing Belt Cover to remove the belt, adjust tension, and line up the Timing Marks.

Here is the Service Guide for the Timing Belt on your 1994 Honda Civic 1.5l SOHC Engine:

How to install honda civic crank pulley

It just pulls off once you remove the bolt. The only bad think is the honda tightens this bolt real, real tight. AND they use loctite. Usually you have to use a real strong impact gun and sometimes you have to heat the head of the bolt cherry red with a torch to loosen the loctite.

Cant fix timing on 94 honda civic because bottom crank shaft keeps turning

Clamp a vice grip on to the flex plate or flywheel(from underneath thru access cover)as tight as you can, turn the bolt on the lower pulley until it (vise grip) makes contact with the block. Now place a breaker bar on the bolt and break it loose, you'll probably need an extension on the breaker bar,the bolt has loctite and will be froze solid.Good luck!
