You're right! The bolt that loosens and tightens the pump (after you loosen the bolts that allow the pump to move) is under the pump.
there is often another bolt that locks it from moving just where it attaches to the slide.

How do I replace the serpentine belt

The serpentine belt runs all the external components (A/C compressor, power steering pump, alternator, water pump, and possible others). It has one pulley on it that is either spring-tensioned, or has an adjusting bolt. To replace the belt, you must release the tension of the belt by using a ratchet or belt tool on the tensioner pulley to take pressure off the belt, or loosen the adjusting bolt if that is what you have. The new belt must be routed correctly in order to fit properly and ensure that all driven components rotate the correct way. You are not saying what engine size your Jeep has, but I'm assuming the 4.0L six-cylinder. If that is the case, the belt routing diagram is shown below to assist in proper positioning of the replacement belt. "CS" is the crankshaft pulley.

How to install a serpentine belt on a 1991 jeep wrangler with a 2.5 engine without power steering

There should be a sticker in the engine compartment that shows the routing and you should be able to hold the tensioner back with a 3/8's ratchet with a long handle.

this is for a system with a/c. If you don't have a/c let me know and I will get you the correct one but i'm sure that you have a/c and power steering.

How do i replace serpentine belt on 1997 jeep wrangler

Adjustment is made by loosening the power steering pump. There is a transverse long bolt (jack bolt) right under the pump that is used for adjustment.

Where is the serpentine belt tensioner on a 1999 jeep wrangler with A/C?

most have a "jack screw" under the power steering pump. You loosen the pump mount bolts and adjust the screw underneath to tighten or loosen it.
