I have an 89' ford f-250. runs great but the brakes lock up if you step on them and they dont back off the rotar.

The brake caliper is bad/locking up the easiest thing to do is replace them. This should fix you problem

Brakes, rotars, an oil change how much would be a reasonable amount to pay?

you can have all 4 breaks done for about $150 and an oil change, with coupon would run about another $20. Most shops will turn your rotors for free. If you want them replaced you will pay about another $250. Grand total $420. If you do the breaks yourself you can get pads for about $40-$50 and have the rotors turned for about $10 ea. Grand total $90.

Are the brakes rotars or drums on an 88 ford tempo

disk in the front and drums in the back unless u have the upgreated to the disk disk.

89 f250 7.3 diesel, brakes went very stiff, still stops but must press extremely hard , replaced grommet in power booster, but still same

the problem is caused by either a failed power brake booster vacuum diaphram or a loss of vacuum to the booster, most likely the booster is defective, if this is a diesel then check the enginge driven vacuum pump.
