In the owners manual below, starting page 128, it has fuse box diagram which looks like fuse 1 under the hood is power for fuse panel may be the power to inside fuse panel. I take it you say you have no power to fuse panel inside vehicle. Go to http://bbbind.com/free_tsb.html free diagrams . Fill in vehicle info . year ,make , model ,engine size . System - click on electrical distribution then under subsystem click on fuse panel .

When You say highlights, do you mean the highbeams?

go to the blower motor under the dash passger side turn the air on see if it has power at the plug with a test light if no power check the fuse if power replace the blower motor
