Front seating area, driver side, under dash, driver
side of steering column, mounted on fuse side of
fuse panel
Application: Turn signal and Hazard Lights

If your 96 lincoln is like my 96 lincoln, there is no separate replaceable flasher. The turn signal and hazard flasher are part of the Light Control Module. The whole LCM (pricey) must be changed. It is located in the dash above and slightly to the right of the accelerator pedal. Not a hard replacement, just a PIA.

The flasher is located under the sterring wheel to the left, just over the brake pedal, the flasher unit is a (commonly) round or cubic dollar size piece

Are we talking about the key cylinder? if so, do you still have the key? if not makes the job a tad bit harder and involves drilling
