I just fixed mine the other day. Take off all the screws you see inside the fuel door (You will need a #15 torx screwdriver and a small socket set). Then you have to drill out the 2 rivets (one on top, and one below the hinge.
You should be able to remove the door and hinge assembly now.
I think you will find that the hinge pins have rusted out. I replace mine with the shafts of drill bits. You will not be able to cut the drill bits, but if you put them in a vice you can break them off at the appropriate length with a hammer, just watch your eyes :-)
Then re-install, and re-rivet.
