sounds like you blew one of the main power supply fuses in the under hood fuse box. that or you have a bad connection somewhere.

Check the fuse and switch

It sounds like the latch is stuck, if you crawl into the trunk through the fold down, is there an emergency release lever? If it has one and you can get the trunk open, make sure you lubricate all the moving parts on the latch before closing it again. You might also want to open and close it a few times to get the lubricant worked into it. I would use a heavy oil but you can probably get away with WD-40.

The only wiring schematic I could find for your car is for the 2000 Buick Regal, but I hope this helps,
since it gave me a reason why starting a car would cause the driver's power window to
go down, and no other window in the car - it has a special circuit component
(the "Express Down Module").

Its possible that the Express Down Module in the power window switch circuit has failed. This
module latches the "Express Down" switch in the "made" state until released by the "Express
Down Module." If the Express Down Module is latching the Express Down switch when it
shouldn't (at power-up) instead of when it should (at the window "down" limit), then the driver's
window would lower when the driver starts the car. The way to tell if this is the problem is to
note how fast the driver's windows goes down - if it goes down ALL THE WAY, then you know
that the "Express Down" circuit is involved (and therefore suspect the Express Down Module).
If the driver's window only lowers part of the way, then the Express Down circuit is exonerated.

The first thing you want to check is the panel light dimmer control on the headlight switch. Make sure it isn't turned way down.

more than likely is just a fuse, but theres another underlying problem what caused the fuse to go, possibly a failing window motor. locate and replace your fuse, and make sure not to operate more than one window at a time because aging window motors require more current to power them up and down.

contacts in window motors sometimes get dirty from lack of use. Take a rubber hammer and beat under the interior edge of the open door while working the switch (don't be gentle). It it works, exercise the window more frequently.

i have had this issue before all i had to do is do a new ground, jumped the safety window lock, as well as expanding the metal clips in the wire con.
