sounds like this car just needs new plugs a misfire is 99 percent the time cap rotor plugs and wires out maybe they are fowled out fuel excessive is becuase it is not burning off the fuel in the cylinders from no spark
if the battery is fully charged, one on of a few things could be wrong. Bad solenoid, bad starter, or engine siezed. First two would probally only be around a $70 part.
There is no reset process, but the fluid may become aerated (foamy)when you start vehicle. The real issue is that the fluid leaked out, and that needs to be addressed.
put the key in the ign cyl and turn car on and off, remove key and hold unlock while pressing the lock button 3x,the locks will lock and then unlock if you have a second key do the same thing immediatly following except do not cycle key in ign just press the buttons int he same sequence

The fan may have a separate control module which is going faulty. I would let a dealer diagnose it for you (fix a price with them first) and if you repair turns out to be simple carry it out yourself to save on cash.
