A trunk release button is not included in most Cavalliers. The cavalier came standard with electronic trunk release from the keyless entry keyring. Otherwise you need to use the key.

it sounds like the lock motor is working but the latch mechanism is seized and needs repair.it could be the arm that attaches the motor to the latch could have come unhooked and not releasing the latch.i`m not too familiar with these but i can`t see a manufacture building a car and not having an outside access to the trunk like a key lock as it becomes a safety issue.if you mean the key lock is missing you can insert a screw driver into the hole and engage it into the latch mechanism and turn this should open the trunk.if not then you will have to remove the rear seat and hope there is enough room to crawl into the trunk to manually open it.
Does the key you have open the driver door? Do you have a keyless entry key fob, does it work? you also might try removing the glove box and disconnecting the wires from the trunk button and touching them together with a paper clip or other small wire but before you do that look in your owners manual a determine which fuse is for the trunk release and check the fuse then the last would be to have GM dealer check to see if the key you have is the proper key fror your car and if it may be worn out
i honestly am guessing,can you turn key to the left from vertical or right from vertical,if so one (left or right)is to lock trunk so you can give your keys to valet parkers....
Trunk can be lock separate from the doors valet try unlocking the trunk with the key lock it with the door.Read the owner manual it will tell you about valet parking.
To get inside the car .... Use the key in the lock cylinder, unlock the drivers door to get inside. You shouldn't have to reprogram the fob unless it or the keyless module was changed. There may be a blown fuse that supplies the keyless control module (check the owners manual for location). or wires that lead into the Drivers door may be damaged ... The keyless module is located inside the drivers door at the bottom behind the door panel ... do the unlock/lock and trunk release switches on the inside of the drivers door operate the locks and or trunk release? If so it is not the fuse ... and not the wires to it ... And it could be your BCM body control module, located in the dash board to right of your gas petal. Because the number entry keypad (code for that is on the inside of the right passenger trunk bracket arm) also doesn't work I assume it's not the key fobs themselves. Your 98 manual is correct for your car.
