Yes the panel lights were coming on, and stayed on as long as the key was engaged. All of those are controlled by or influenced the BCM. You need a good auto electrician with a pro grade scan tool to check the BCM and communication to and from it.
Make sure that you have good battery connections and a fully charged battery. There should be aux feed wires to the fuse power distribution center. Make sure that all fuses and relays are good.
It's probably integrated with your factory security system, check those fuses, ? When you turn on the headlight does the radio lights up.. Remove the Radio unplug the unit andd check for 12volt DC , there should be a constant one, 12v , on one of the wires, there should be a ACC turn the key to the first or second position this wire should give also 12v but the key will turn it on or off...
Double check the fuses. Also, there are usually TWO fuses for the radio. One has power when the car switch is OFF. This keeps the clock working and your radio presets set. The other is when you turn the key on. The horn not working can be tested if you have a 12V test light (Wal*Mart sells them...). Unplug the horn, hook up the test light, press the horn button. If the light glows, you've got a bad horn (go to your local junkyard for one). If not, recheck ALL the fuses. Good Luck

what about heater fan, it uses tons of current. as does HL followed by tails.

you have resistance some where. and load , kills the voltage .
for me. i'd: check battery voltage , when it dims out. then of ok 12.5v is ok key on,not started. then check voltages at a right fender , fuse panel all points there, 12.5vdc , same as battery v. if OK then check voltage at the fuse above right knee with load full, hl, fan, brakes, just key on.

this is not a fuse problem if the check engine light comes on.
