The torque converter clutch dont engage until you above a certain speed and the engine load is at a steady point.If it locked up upon start up the engine would die when you put it into gear like if you dumped the clutch on a manual trans car.
the blinking light is saying take vehicle to a qualified transmission shop to get fixed. its not a DIY problem. (do it yourself)

This can be useful when traveling through hilly regions or when heavily loaded to keep the transmission from continuously hunting for the correct gear. When the light is off, the transmission will operate normally, including locking the torque converter and engaging OD. You should normally drive with the light off. If the light is flashing, that's an indication of a transmission diagnostic trouble code being present.

Overdrive is engaged with a torque convert clutch lockup. ATF travels through the splined shaft on the transmission to the torque converter. Check the seals on the converter and the trans.

The Transmission shifts very hard after the first shift. Check engine light is on as well as the Green overdrive light blinks off and on. Speed sensor was cleaned and even replaced.

Your on the right track. Have you scanned the PCM, what codes did you get? If not and you changed the vehicle speed sensor,(VSS) did you check the (OSS) output shaft speed sensor, it will cause torque converter lock up and hard shifting and that pesky OD light flashing. I have also found that clutch packs inside auto tranny's dry out. Ford and some aftermarket companies sell a fluid that will recondition the clutch packs.

The transmission temperature sensor is mounted on the overdrive/torque converter clutch solenoid assembly and provides input to the TCM. When the temperature sensor reports 30 degrees F or colder, there will be no overdrive, and below 50 degrees F, there will be no torque converter clutch. If the transmission fluid temperature sensor reports an overheating condition (over 260 degrees F) and the transmission is currently in overdrive, the TCM will downshift to third gear. The TCM will also light the LED in the dash-mounted OD off switch until the temperature drops below 230 degrees F. However, the torque converter clutch may still be operational.

Code P1740-Torque converter clutch did not lock up when the PCM sent the command. Enabling conditions: No engine or transmissions codes are present, vehicle speed was under 70 MPH, TPS was under 33% open. When the PCM commanded the torque converter to lock, no change was detected in engine speed. Blocking action: This code can block the following monitors: none.
Testing: Check torque converter solenoid for proper operation.

Theory of Operation
The Torque Converter Clutch (TCC) Solenoid is used to engage the TCC which improves fuel economy.
When Monitored
The Torque Convertor Clutch (TCC) and Overdrive Clutch (OD) will be tested each time the PCM requests TCC engagement in 3rd gear and OD.
Set Condition

Overdrive transmission

O/D light flashing is computer indicating an issue with the transmission -no surprise. Make sure the transmission fluid is still good (dosn't smell burnt, right level). Slipping could be the TCC (torque Converter clutch) - not a cheap part - but would only really slip in 4th gear (above 40 mph). Slipping before that could be numerous things in the trans (low fluid pressure, torque converter issues).
I would be tempted to replace the fluid anyhow, but there is a chance an expensive issue is starting to arise - and replacing the fluid on a failing transmission could cause it to fail 100% (or can fix it nearly 100%). These can be touchy transmissions, too much DIY without the right diagnostic tools can be bad. Not what you wanted to hear, and not an expert, but have had some expertise with these.hope that helps.
