Have a 1997 Sebring. Have a loud whining sound that is proportional to the speed and rpm of the car. Only happens while driving. Rev the engine in park and it sounds normal. Equipped with new tires, pads, rotors, harmonic balancer, all fluids are good. What I fear is a bad transmission or a leak from the catalytic converter. Other than the sound the car sounds/runs great except the Assist Shift does shift harder than it should. uhhmmmm.

Either the torque converter is breaking up inside or the flex plate that holds it to the crank is broke or breaking around the bolts that hold it to the crank

Sounds like transmission prob. Loud sound cause its downshiftd makn motor rev. Some components getn hot in the electrics then cooling down. A scan wil show the worn part. Try not to driveit. And dont go to a dealer

I would have to ask if the noise increased with speed or did it change when the car shifts gears? Noise with engine speed (in park, slowly rev. engine), No then manually control transmission and drive slowly and try and maintain the same engine RPM while manually up-shifting the transmission. If the sound changes with gear changes then you are looking a transmission problem or a CV joint. I would check the CV boots for damage. If so then that is your problem.

Nothing, you have hit the rev limiter. The up and down is the computer controlling the rpm. If you drive it, it should rev past 3,000. The computer is designed to keep free wheeling rpm to that level. It will only allow a higher rpm if vehicle is in gear and moving with a load.

2002 sebring sudddenly will not rev over 1500 rpm

start car, try to rev (try to cause error)... allow to idle for 30 secs
shut off car, with car stopped, turn key, on-off-on-off-leave on. codes will be displayed in odometer readout.

if code P0340 it is the cam sensor, very easy fix, one bolt.

Try slipping the drive belt (fan belt, alternator belt, or whatever you want to call it) off the engine, then run the engine momentarily without the belt. If the noise disappears, at least you now know it is not an internal engine problem, and it will be an issue with one of the pulleys, or belt-driven accessories.

750 rpm?

your revs are too low.

The engine speed drives the oil pump via the timing belt.

too low revs = poor pump speed = low pressure.

I'll bet when you rev the idle speed faster, the warning goes off?

Run the car from the top of a hill and let it coast at your whining speed. Put it in Neutral, does the whine disappear?
If not its in the drivetrain (wheels, driveshafts, tranny)
Very unlikely to be the timing belt. If it appears at a fixed speed then its drivetrain, if it whines at fixed revs its the engine.
Most likey the transmission I fear....Tires will also make loud whining noise too though...
