Pull the ecm B fuse, that should kill it? Hopefully the fuse is close to fuel pump relay, that fuse supplies voltage to load side of fuel pump relay and the oil pressure switch. I can't rule out a problem with wiring connector letting the voltage cross-over. Or the voltage circuit to fuel pump is shorted to voltage? My wiring info for your model year isn't that great.

Check your ignition switch it may be your problem, also check to make sure no one has wired into the circuit

Charlie. You have replaced the ECM on your van?.
Kedwin,, Your problem is, the computer on that 3.3 L.
Need to be programed with the VIN nember of your car.
The Antitheft System will disable the injectors due a incorrect VIN, Bucause the body computer is not recieve the correct pasword between 5 seconds after start up.
YOU have 2 options. 1 get a ALOHA Smith. some of they have the computer required to program ECMs.
The other option is: Get a new ECM from the dealer, They will program if ask for that.
NOTE:::::: Other way is . Put the body control module with the computer from the same car.
OK... I hope this work for yours.
If NOT letme know I can look for more information.
Thank you.

Personally I wouldnt bother tracing the wire as it is probably not worth your time, and just run a constant 12v from the battery to the relay on like 10ga wire. There is probably a short somewhere in the system which can be a real headache to find.
Also it may sound dumb, but check your fuses, and the fusible links under the hood. Chances are that they are all fine though, especially if you have dash lights.

remove the rear seat cushion ,remove the fuel pump access cover ,start the engine and wait for engine to stall ,then turn the ignition off , the fuel system is now depressurized.
