Sounds like linkage inside door is disconnected from actual lock or has been removed. To verify, you're going to have to remove inside door panel and inspect.

If it´s the passenger side where the gas tank fill is, there is a automatic safety device that locks the sliding door, that prevents to open the door while filling gas, be sure that the folding cover of the gas tank is fully closed and nothing is jammed inside

It sounds like the cable/bar in the door is broken or stuck

1. you will need to remove the door lining to get at the problem

2. could also be the door lock stuck in the lock position (does the door feel like it locks or unlocks when you use the lock)

3. could be the handle cable/ bar

NOTE some vehicles have cables while others have bars play with everything while you have the guts exposed this should help to locate the problem if nothing is moving while you play with the lock or handle this could be the problem
NOTE If nothing seems to be missing or out of place it could simply need to be lubed at the point where the door locks to the frame

Try removing the switch the door panel, then removing the cover from the switch. Once the cover is off the switch and the contacts are exposed, check them for breaking....if all looks good, spray the contacts with an electrical cleaner.

99 cr-v door locks have mind of their own

hello bryon.. the best and cheapest way to start is to replace the battery in the key fob (remote), then lock and unlock the vehicle remotely 5-7 times, then monitor for further malfunction...if so........was vehicle in gear when doors lock? is it locking while braking? are there any children pushing buttons? get back to me if this doesnt help...marty

Try spraying graphite lock lube into the door lock cylinders, this usally corrects this problem.

Pass door lock

Pull the door panel and verify that the link rod for the door lock is connected to the door lock/unlock actuator, if it is cycle the locks, if nothing happens replace the lock actuator.
