have you checked the bulbs low beam can blow and high beam will still work take head light bulb out and make sure both springs in side the bulb are attached the bulb will also show a blue burnt looking colour if blown
The high and low beam lights use the same power source, so if the low beams work the high beams have power. There is a low and high beam relay controlled by the dimmer switch. If the low beams work and the high beams don't, and the bulbs are good, check the dimmer switch and the high beam relay.
If your high beams work and your low beams do not work... try changing the light bulbs first. The low beams can burn out and the high beams still work.
It sounds like you are confused about how your headlamp system is supposed to work. The DRL does not run on the High beam circuit, it runs on the low beam circuit. The fog lamps are supposed operate with the park lamps and also with the low beams, not the high beams. From your description, I would say that your system is operating as designed and you are having trouble telling High from Low. (Don't feel bad, that is why high beam indicators were invented in the first place.)
inner lights are highbeam outer lights low beam and side gaurd lights are your parkers, if you are 100% sure your globes are ok then your dimmer switch is stuffed this is the light switch in the cab that you use to opperate lights, sometimes the contacts get dirty inside the switch and create a short if you are mechanicaly minded then you could have a go at pulling it appart and cleaning it. if not you could get one from the wreckers in your area......
