If the fuse used is smaller than recommended, yes.
Use proper size fuses, pull wrong ones out and replace with proper size fuses ro avoid future problem with overloads and premature opening of fuses.

try with number 29 or 30, base on the fy=uses diagram you have accesories run by these fuses, that could be where the problem is.

the wiring on the back of the column switch may have broken off check that first common prob

Check the fuse box for F9 blown fuse.

Have you tried Googling it on your browser?
Try Citroen's website, or do an image search after typing in the search phrase in your browser's URL search-box.
Maybe something like:
"Citreon fuse box, schematic" or
"Citreon fuse box, layout".
From there you can pick n choose.
Otherwise disconnect car battery, use a continuity tester/buzzer, ring out point-to-point and sketch what goes where.
Eg: wiper switch from which fuse?
