Its faulty blower motor resistor. The low and medium speed on blower motor is controlled by resistor and its actual speed is high. So because resistor is not working, blower motors actual speed which is high is working.

It can be faulty blower motor or faulty blower motor resistor. Get the blower motor inspected. If it's faulty it has to be replaced.

2001 dodge caravan Ac comes on but will not blow ay any speed . I replaced blower motor resistor.

try tapping the bottom of the blower motor with the blower motor speed selector turned to high and the key on. If the blower motor starts working replace it.

Another thing you can try is unplugging the blower motor and supplying your own power and ground wires to the blower motor. It doesn't matter what pin on the blower motor you supply power or ground. It will work either way. If it doesn't than replace the blower motor. If it does you might have a bad control head.

You could also have a bad blower motor relay or blower motor fuse located in the underhood fuse block. There should be power at the dark blue wire at the blower motor with the key on and the fan speed set to any position.

here's a how to article I did on blower motor operation.

blower motor does not work

A/c on Dodge Stratus

Just had the same problem with my 2001 dodge stratus the blower motor was squeling really loud had to replace that then it only worked on 4 also first it was 3 and 4 then only 4. It actually was the blower motor resistar. If you do replace this it has a TSB(Technical Service Bulletin) Your going to have to opening the opening of the resistar a little bit more to get it in. Actually just replaced it today and now all the speeds work.
