I don't understand how a headlight motor can keep a car from starting unless a short circuit has blown the fusible link to the ignition switch. Usually the headlight fuse would go first unless somebody tried bypassing the blown fuse with a wire (always a terrible idea).
Headlight motors are probably on the front of the radiator mounting panel, right next to each headlight.
Usually a problem with the mini-lights inside the cluster, the circuit board or the dash light dimmer switch. You can take the cluster out and see if the bulbs can be replaced or check the dimmer. Not connected to automatic dimmer headlights.
If they all stopped working at the same time then it is probably a fuse or possibly 2. Check your fuse panels in the dash and under the hood. The dash lights and gauges should be a fuse labeled instrument cluster or guages, it is probably blown. The other fuse to look for will be the tail light fuse. This is where I would begin.
You have lost the accessory power feed due to high resistance at the ignition switch connector. Most likely the switch will need to be replaced and if the harness plug is not heat damaged too bad you may be able to clean and crimped the terminals a little for better contact. In some cases you can buy just the connector end from the dealer as a repair part.
check the fuse panel in the drivers side footwell, there should be a fuse for the instrument cluster, if not that check the fuse box in the engine compartment (top end of passenger side) there is usually 2x 30a fuses for the general ignition and power.
