Then you need to replace the Power (Vacuum) Booster. the hiss is because it's torn.. it will cause a vacuum leak bad enough that your car wont start

Your bake booster has failed causing a massive vaccume leak when you apply the brakes. That in turn gives more air to the system so the computer tells it to add more fuel thus causing the rpms to go up. Replace it %99.5 chance that will fix it.

Usually you can follow the hissing noise. Any noise inside the car? Near the brake pedal where the cruise cutoff vacuum switch is? If not, start at the throttle body. The main line runs from there to the vacuum storage canister. See diagram below.

Brake pedal hard to press has a hissing sound

Check the vaccume line going to the brake booster. BUT if you can hear a hissing sound from inside and the pedal is hard to press more than likely your going to need a new brake booster and a new brake master cylinder.

I was told my 1990 Buick LeSabre has an electric hydroboost brake system and the hydroboost unit needs replacement. Does anyone know anything about this system and where I can get this part?

Unless you have some wierd oddball modified car......its a vaccum booster, not electric. Usually if they go bad, you will have a hard brake pedal and/or hissing noise when pushing the brake pedal .

Very high idle

probably is brake booster if you can hear hissing sound, would not advise disconnecting hose, would be extremely hard to stop the vehicle, a dangerous situation. also check for vaccum leaks on intake manifold. follow brake booster hose to engine and check for leak from there
