There is no fusible link. Locate "Fuse B" 120 AMP located in the battery junction box located at front left corner of engine compartment. With engine off, key off, both sides of the fuse should measure +Battery Voltage. Reference negative post for testing.

there is no such thing as a fusible relay, there are relays and they are located inside the car some under the dash on driverside and some on the pass/side and then there are relays under the hood in engine compartment inside the fuse/relay box, this acar also has a fusible link or two, this is like a peice of wire but inside the wire will blow like a fuse and the only way to test is with a test light you would need to see if power runs the lengh of that link wire, these are located by the battery and then in the fuse /relay box and on the starter sometimes, the ones in the fusebox under the hood may also be metal type, heres a few picture to show you a few types of fusible links,
the only fuse for the starter is not located in the fuse box it is located in the positive wires that go to the starter its called a fusible link and when then amperage of the starter exceeds the fusible link rating the fusible link blows the link is usually located inthe positive wire to the starter and at some point fatter then the wire itself
Circuit Protection
The fuse box is located low on the left side of the dashboard behind a cover, or at the left side kick panel, behind a cover.
Fusible links are located in a holder next to the battery.
The fuse panel is located behind a snap-off cover in front of the driver's left knee.
Fusible links are sections of wire, with special insulation, designed to melt under electrical overload. Replacements are simply effected by removing the old unit and inserting the new into the block. Fusible links are identified by the color of their housing.
Also, your fuel pump may be bad. Check the fuse/relay first.
