In the owners manual below, starting page 128, it has fuse box diagram which looks like fuse 1 under the hood is power for fuse panel may be the power to inside fuse panel. I take it you say you have no power to fuse panel inside vehicle. My standard for most of these type of questions is that you should purchse a haynes or chiltons manuel for your vehicle. I will have instructions and diagrams as well as tips to help you do your job, I bought mine on ebay for 17.50.

Leaking water
Yeah ford would just replace it , You need a company that installs sun roofs they may well have just the seals for this sun roof , I would google sunroof installers in you area and see if there is one local who will fix this . I would say this is also not helping with you other problems .

Looks like it is pretty easily removed.

Use a small screw driver and pry open the garage door opener storage bin. You will see 1 screw there that you will remove.
Pull the front of the overhead console down and remove the console from the console retaining clips.
