The fuses should be by the battery in the Power Distribution Center. It should have a good illustration label under the cover. There is also a Junction Block/fuse panel in the drivers area under the dash. If you have the "Owner's Manual" there is a section on fuses. You'll have two different fuses. The Hazard lites are on their own circuit. That model of Mini-Van had a lot of issues with the flasher unit. Called "Combo Flasher" There were two types. With out without "Daylight Running Lamps". Located in the junction Block in the drivers area under the dash.
SOURCE: My turn signals work very inconsistently. I have
Replace the Park relay--probably in the engine compartment relay box. If that doesn't fix the running lights, you can get a new headlight switch for $100. That should fix the running lights.
The turn switch is $120, but I don't think it's too hard to replace. Or, you may be able to repair it--I would try. Take it off and look in back at the contact that should be made when the wand is pulled down. It is probably burned up and maybe melted a bit, but you may be able to fix it up enough to work another 50K miles...
Let us know if you have questions.
