Make sure you have the key turned to the off position.
When the key is in the off position, try and wiggle, jiggle, and pull lightly on the key to pull it out.
You may need a new ignition switch if you have constant problems with pulling the key out, or putting it in.
Things do wear out sometimes!

My 1992 Toyota 4x4 pickup key won't turn all the way off without disconnecting the battery. What could cause this?

is this a console shift? if so its most likely not getting the signal that its in park. There is a switch on the shifter that wont the key be removed without the vehicle being in park.

The steering wheel is locked and wont move and the ingntion wont turn

This is usually because of serious proload. Happens easily, with power assist....you shut down, now too hard to release.

So, you get the key ready and apply normal pressure to turn key.... then ARM STRONG the steering wheel, one way and the other. Somewhere in there, the key system should release.

Lost keys to 1986 toyota pick-up. can't find locksmith with equipment that will work. Mechanic says too difficult to take off lock cylinder. hotwire, but stearing column will still be locked. Any other...

Cheapest way would be to really look for a locksmith that can either reproduce your original keys manually(handmade) or through machine that can regenerate your original keys otherwise you'll have to replace new sets of door keys locking mechanism and new set of ignition switch that may be adopted to your steering columns locking devices.
