Generally the fuse blows because the circuit is pulling to many amps.
Could be a problem with the blower motor or the resistor, or a connector.

i think you have a short in your blower motor. the resistor block which reduces also your speed could have damage also from the short of your blower.

SOURCE: where is the fuse box for the car heater in 1998 ford contour

the fuse box is under the steering column but it is hard to find because its folded up. On the left side of the box there is a button that will flip it down.
and
There are two fuse boxes, one under the steering column, the other is right next to the battery

I do not have the diagram and will be kind of hard to find, but first i'd check the bulb's housing first and foremost, as in most cases where the fuse shorts all the time, it's just because the housing/casing/lens is not sealed anymore and water comes into it and shorts the socket of the bulb, causing the fuse to burn. If everything is OK and there is no water coming into the housing, let me know and i'll do what i can to find some diagrams for you.

there is a dead short some where in the wiring disconnect battery ASAP!! & get a auto electrician to come look at it

You owners manual will tell all the things protected by that fuse.Unplug everything the book list,put in a new fuse and if it does'nt blow then start plugging the harnesses back in an the defective part will make the fuses blow.If it blows with everything unplugged,then the problem is in you harness.Have fun!
