The bulbs are intact but wont light, fuse?
The lic plate light are on the same fuse as the park lights so if they work the fuse is good, try removing the bulb assembly and look for things like a bad ground caused by dirt or rust, if you have a 12 volt test light you can check to see if you are getting any power to the light socket or the wires leading up to the sockets and you can trace back to where the problem is.

open trunk,
remove felt liner from rear of trunk, (liner directly behind rear lights in side trunk) should be 4 plastic Phillips head screws. Loosing screws, then slowly peel liner away. You will see 3 nuts on each side, removing these nuts will loosing the rear light lenses, so you can pull the lense away from the body from the out side to gain access to the license plate bulbs. Re-install in reverse order. While in there I would recommend replacing your brake light and reverse light bulb. Hey your already in there might as well do a little preventive maintance.

check your light fitting units the normally corrode also the wires some times snap on the of side rear inner-wing normally due to a slight bump they break the wires check wires from both side and if one side dosn,t have power just run feeds from that to your non working lights but becarefull for any shorting from the wires when you connect you new wiring

Sounds like you have a loose wire or a break in the wiring curcuit. Need a volt meter to check.
