The lighter socket has a separate fuse. I'm not really sure where the cockpit fuse panel is located in your model (didn't have myself), but I'm sure it should be documented in the owners manual.
Later models had the fuse panel at the left dashboard side which is accessible from the opened drivers door. (UK: possibly mirrored) I can imagine the early octavia still has the fuse panel under the dash either at drivers or passenger side. This was usual for a long time.

most of the clutch hidraulic systems do not have purge valbe for air when I have that problem i follow the same steps of the brakes system and when the fluid is presurised I losse the bottom endon the clutch cylinder a few time untill no bubbles come out and that work for me very good.
