Hi Eileen , How do you know your having a anti-theft system problem ? Any lights flashing when you try to crank the vehicle ? The engine does not crank over ? If it is a anti-theft system problem ,disconnecting the battery is not going to do anything except lose some learned setting's in some control modules . There are a few thing's you can check but if none of these are the problem your going to have to have it towed to the dealer ! It'll need to be checked for DTC'S - diagnostic trouble codes !
PATS disables the vehicle from starting if there is:
a damaged PATS key.
a non-programmed PATS key.
a non-PATS key (key has no electronics).
damaged wiring.
a damaged transceiver.
a damaged instrument cluster.

Go to dealer and bring your proof of id and paper work for vehicle. There maybe an additional programing fee, this is normal protocol. Or try a local locksmith but make sure you tell them over the phone your vehicle info.
The 1999 F-150 has a PATS ( Passive Anti Theft System ), where te keys need to be programmed to the truck.
For the owner to do this, you need 2 keys ( not 1 key and a clone of the same key ) or you need to have a higher end mechanic / dealer or a PATS programmer locksmith to program the new keys.
The truck basically thinks it is trying to be stolen, and the PATS system is stopping it.
You should be able to take proof of ownership and a picture ID to your local Ford dealer and they should be able to retrieve you key code on line and cut you a blank key(no pats) that would open the door.
I have a 1991 Ford f-150 , I change the battery and started haveing trouble, the engine rotates but will not start. I put a litter gasoline on the throttle body and will start. Ish Gonzales
The taurus is equipped with what is called a PATS (passive anti theft) that wont let the car start until it recognizes the key in the ignition, some things to check, first when you put the key in and turn the car to run (not start) does the theft light blink fast in the dash or is there a red on light on the dash that starts blinking? if so it is a PATS problem, the only ones I know of that can program keys are dealers, if the car wont turn over it probably is not a fuel pressure issue, the most common thing would be the PATS keys either unprogrammed or somthing wrong with the module. hope this helps
