When it "locks", that's just compression - it's normal. If you turn it so it "locks" and wait a while, you'll be able to turn it a little more before it "locks" again - that's compression leakage, again normal. If you put it into gear and rock the machine back & forth, you'll be able to see the ring gear turning, too. Normal.
So... let's back up. When this all started happening, did the starter just crank the engine slowly? DId it crank quickly but the engine didn't fire? The battery may be dead or near-dead now, in which case you'll need to charge it or jump-start it. Regardless of how it acted, there's a lot of stuff to check before we can know for sure why it wasn't starting. First... check to be sure it has plenty of good new gasoline in it.
Sounds like you burnt out the starter Take it to Auto Zone they should be able to see if the Starters any Good a starter should not spin over more than 10 seconds copper windings are that good in jump Starter just about every starter is from Japan, as for the no starting sounds like the Carb has issues does your fuel smell like varnish

There is no voltage specification listed in my manual but it does specify that the charge coil resistance test should be between 270 - 330 ohms and the pulse(pickup) coil should test from 171 - 209 ohms, figures listed are for coils around room temperature of 20 degress celcius
