Go to Menu " -> "Settings" -> "WIRELESS & NETWORKS" -> "More" -> "Mobile networks" -> Unmark "Data enabled" to disable data access over mobile network.

the solution is simple. REMOVE your sim card (this is a very important step!! DO NOT leave the sim card in) then dial the number *2767*2878# or *2767*3855# . Go to mobile tracker settings, and click "ask for a new password". Then input you new password and you should be fine. I hope this solves your problem

It may be a security problem as your device may have a security lock just check the security settings and disable the option if they are enabled also do check its mobile tracker application in the settings disable it if enabled. I think this may work for you...
