You need to plug it up to a USB 2.0 port not on a USB 1.1. There are many instructions to tell whether your USB is a 1 or 2 version but USB ports on the back usually are USB2 versions than the USB port on the front of your CPU.
The difference between both USB 1 and 2 for your Portable HDD is that USB 1 only uses 5volts power rather than the USB 2 which uses 8volts to properly revolce your SATA HDD.
