Hello, To fix that issue put in the Sime card that dose not work then when it asks you for m locked! Contact service provider all you need to do leave that screen on and then wait for 2-8 Hours.

If you are on Cingular/AT&T, you can go to aT&T's website to fill out a form and get the SIM unlock code for yourself. I dont know about the other carriers. Remember some carriers may NOT use SIM cards.

How to use a sim subsidy code

With a new SIM card many users receive the message "enter subsidy password". This message indicates that the phone is locked to the current provider, and cannot be used with a new cell network. Obtain a Subsidy Password, also know as an IMEI unlock code. The Motorola subsidy password is an 8 or 16 digit code that unlocks your phone (Remove service provider lock) for use with other cellular providers. Search Google for Motorola Unlock Codes for a list of retailers. Codes are usually provided within 24 to 48 hours, and cost around $10 to $25 (Price will vary depending on Code seller).
Enter the subisdy code into the phone. To enter the IMEI code into the phone, all you need to do is insert a SIM card from a different network to the one that your phone is locked to. Free unlocking or subsidy code for mobile phones

When you place a new or a existing SIM card from another phone provider into your mobile phone and it asks for a Security code then :-
This phone is locked to the original mobile phone provider. You need to contact this mobile provider to ask for the unlock code (security code) for this phone. You need to provide proof of ownership etc and the phone's unique IMEI number which is located inside the phone under the battery. They use this number to generate the unlock code for your phone.
They should provide you with instructions on how to enter this code into the phone.
Once you unlock the phone, then you can insert a new SIM card in this phone or sign up with another phone provider using this phone.

You could ring the phone provider and ask for the unlock security code because you are going overseas and wish to use your phone with a prepaid SIM card from another country. This maybe a free service.
The other way to get your phone unlock is to use a phone unlocking company on the Internet, they usually charge a couple of Dollars for their services. Use Google and search for "Security unlocking code” companies in your area.

To unlock your GSM Motorola phone with the correct subsidy code insert a sim card different than the service provider that the phone is locked to. The phone will display "Enter Subsidy Code". Just enter your code and the phone will be permanently unlocked. You will never have to unlock your phone again! For the code to work your phone must say "Enter Subsidy Code." Do not try to enter the wrong code if you don't know what it is or your phone will become hard locked and display "Contact Service Provider". A subsidy unlock code will not work if your phone displays "Contact Service Provider." If your phone displays "Contact Service Provider" please click here to unlock your phone with a cable and software or let the phone sit for an hour or so until it says "Enter Subsidy Code" again.

How to contact service provider?

The subsidy lock is only given by your phone company provider therefore if you don't enter it correctly it locks the phone. This code is given by motorola only to the cell phone companies so if for example you have a tmobile sim you would call tmobile and tell them that your phone is asking for the subsidy lock code.
