Dealing with a Planar PL1700-BK computer monitor. When power is supplied, the "no signal" box flashes, then the screen goes black. When hooked to laptop, screen shows desktop, then goes black.

The monitor had blown capacitors, and I replaced them with correct capacitors. What else could be the issue here?

Check The LED of the Screen if that has been damaged also the Check if any Fuse was damaged when the Fuse blew up.

If both was damaged its better to get a New Screen Rather Then trying to fix something that will cost you more.

White scree on monitor at power up

That is not a good sign, this indicates the LCD panel display is failing, I would use until it completely goes, and replace the monitor with a new one , cheaper in the long run.

Planar PL1700 BK monitor Has blank screen. Green LED is on. When turned off and then turned back on will show good picture for about 2 seconds, then go blank, green LED still on. No noise or anything...

Not driver problem.
If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). Or www.digikey.com just make sure to use caps with low ESR, 105c, high ripple current, long life rating such as PANASONIC FM or FC series.

On Planar PL1700 monitor, screen stays black after power failure

this is a common problem with the capacitor, try opening your monitor and see if there is a capacitor swalow like gonna blow... the capacitor has a form like a AA battery... if changing the capacitor the problem persist maybe is a problem with the board and you need to search if the board have continous power....

No picture on screen. LED is solid yellow, and when it flashes it does so between geen and orange about ten times then returns to solid yellow.

I assume that you have already try it with other PC with the same result, also try new VGA cable. Just want to narrow down the problem before start taking apart the monitor.
