Scrape everything off that is loose. See if there is any damage to the surface underneath, ie. rotted wood -cut it out & replace it. Spray the area with bleach if mold is present & dry. Once you have repaired the surface, coat it with bonding agent(cement area at Lowes or Home Depot) blue is better than white. Now get a bag of stucco and replicate the pattern of the surrounding area.(not easy) Stucco can be troweled on, splattered on, sprayed on, painted-on and in a huge variety of thicknesses. You may even need to trowel a base coaton to even out the surfaces to the surrounding area before you apply the finishing coat. When choosing materials take water proofing into account. Water damage is the usual culprit to stucco loss. Providing a better surface than what was originally there is recommended. Good luck.
