First shut down your device and allow it to reboot. Once it has powered back up check your network connection under the "settings" screen to ensure it is on.( You will want to use a WI-FI connection if possible as play store is an extremely large download.) There is no way to have google play unless the manufacturer installs it on the tablet, as it has to be licensed like software. If you really want to, you can look up how to root(jailbreak) your tablet and how to put the play store on it like that.
