You can check if it is a fuel problem by spraying some carburetor cleaner into the intake inside the air cleaner and then trying to start the engine. If it has a gravity feed with tank above the float bowl level, check for debris in the tank, and flow through the fuel line and finally, drop the float bowl and check that the needle & seat allow fuel to flow into the bowl. If it has a carburetor mounted fuel tank (underneath) try removing the tank and inspecting the pickup screen (plastic) and the integrity of the diaphragm and gaskets. It needs to be sealed to work.
